Manipulation of Procurement Contracts: Evidence from the Introduction of Discretionary Thresholds

How do transparency and competition affect changes in procurement policy? The authors show that introducing discretionary thresholds in the Czech Republic results in clear manipulation of contract values, particularly in construction works and services, and a threefold increase in the probability that contracts are awarded to firms with hidden owners. Psychological Costs of Currency Transition: Evidence from the Euro Adoption

What is the psychological impact of introducing a new currency? The authors use a diff-in-diff approach to compare satisfaction levels in Slovakia with those in the Czech Republic before and after the former introduced the euro. The currency change had substantial psychological costs, especially for the elderly, unemployed, poorly educated and families with children. Read more

Rationally Inattentive Seller: Sales and Discrete Pricing
Filip Matějka
Matějka models nominal rigidity based on a rational inattention assumption. Some facts that create puzzles for sticky-price models can be explained by information frictions that cause sellers’ pricing decisions to be imperfect and delayed. Sellers may choose to follow a price plan with a finite number of prices and pay attention to events quantitatively more important for profits. Read more

Social Contagion of Ethnic Hostility
Michal Bauer, Jana Cahlíková, Julie Chytilová, and Tomáš Želinský
Do hostile attitudes spread among peers? The authors use a novel experimental design to manipulate the identity of victims and social context. The tendency to follow destructive peer behavior increases when directed towards ethnic minorities, rather than co-ethnics. The findings can help to explain why ethnic hostilities can spread quickly among masses, even in societies with few visible signs of systematic inter-ethnic hatred. Read more

Efficiency of Flexible Budgetary Institutions

How do budgetary institutions affect the efficient provision of public goods? The research focuses on rules governing allocations to mandatory and discretionary spending programs, showing that efficiency in complex environments is achieved when flexibility is introduced, either endogenously or through tools such as sunset provisions or state-contingent mandatory programs. Optimal Illusion of Control and Related Perception Biases
Olivier Gossner and Jakub Steiner
Overconfidence, optimism, and other perception biases impact choices in personal, economic and political life. The authors study the biases arising under second-best perception strategies, focusing on the functions’ micro-foundation. They report conditions where such strategies exhibits useful results. They find cases where overconfidence generates smaller losses than under-confidence. Read more

Can incentives improve education results in developing countries? Katreniak conducts randomized incentive schemes trials in Ugandan schools. She analyzes the effects of feedback, monetary and non-monetary incentives on performance in English and Math tests, and on perceived happiness and stress. Girls and boys are shown to react very differently to various incentives. Read more

Essays in Economic Theory: Monopolistic Competition November 2016
Maxim Goryunov
Monopolistic competition theory is applied to study market frictions and their impact on equilibrium allocations. A study matching workers and firms finds that disregarding firm size leads to underestimating the interdependence between worker ability and firm productivity. Goryunov also shows that expansion of market size may actually reduce firms’ range of services. Read more

Students from across the Czech Republic gathered at CERGE-EI recently for a three-day datathon to examine “Active Public Space.” Hosted in partnership with the Centre for Central European Architecture and the Architectural Institute in Prague, students analyzed Prague city data to develop proposals for policy development and urban reform. CERGE-EI researcher Julie Chytilová has won the 2016 Czech Minister of Education´s Award for Excellence in Research, Experimental Development and Innovation. She also received the Katerina Šmídková Award from the Czech Economic Society, which recognized CERGE-EI Foundation President Randall Filer for his long-term contribution to “continuous and lasting support of Czech economic education and research.” Read more
